Code 261a.5(c)). Similarly, if transporting recyclable materials utilized for precious metals recovery or if transporting universal wastes, the transporter is deemed to have a license for transporting those wastes if complying with other requirements listed in 25 Pa. Code 266a.70 and 266b.50,
